If you see that the ActiveMQ queue is growing, it could mean that the Sync Service is down. In such an event, the updates will not be pulled off ActiveMQ and the Sync Service will not get any updates or changes.
Check that the Sync Service is up. Check the Sync Service log for exceptions.
