The Endorser Suffix Seed tab is only available if the connected scanner has an endorser. The Endorser Suffix Seed tab appears when you access the Scanner Settings window through Settings | Scanner Setup.
The options in the Endorser Suffix Seed tab allow you to do the following:

Create Custom Suffix Seeds.

Delete Custom Suffix Seeds.
