Ensure that your CourtView pages do not contain INSTITUTION on the query string. Institution is a common field used for higher education solutions. However, when INSTITUTION is present on the query string, OnBase attempts to locate or process the information for an institution as part of its login control. Modify your query string to not place INSTITUTION on the string.
