The Patient/Chart Attachment task list determines if Patient/Chart attachment is possible for each document.
At this point the documents that should not be able to attach to a chart are encountered that do not have a corresponding chart created yet.
Documents that cannot attach will be routed to Awaiting Review and a note is added to the document with a reason why the document is added to Awaiting Review.
This task list is needed for customers without attachment on index or on commit but based on a custom action.
